I have the honour to acknowledge the receipt of your communication of the 28th instant regarding the native of India, named H.L.Gupta (Bengalee) who left San Francisco on the 8.5. *Mongolia” in August, for

Yokohamaa..

With reference to the above, 1 bave to say that the information regarding this man came from an informant, who, I believe,can be trusted, and was to the effect that Gupta,during his residence in san Francisco,associated himself with his countrymen who entertain revolutionary ideas, such as Ram Chandra, Editor of the Gaddar newspape: published in san Francisco, and that, immediately prior to his departure, he was in touch with the German Consulate here and had been entrusted with a package of revolution ary newspapers, and other literature,for conveyance to

India.

1 was also informed that Gupta's real destination was kandla which place I am told is being used as a rendez-vous for disaffected natives of India,and is cor sidered a safe centre from which to carry on propaganda

in the urient.

This office has no equipment for keeping watch on the resident, indians,consequently actual legal evidence against anyone of these people cannot be obtained.
